Resource Transfers are similar to Part 1 where players think they need multiple accounts to transfer resources, only there are various different ways this rule can be violated. To start, the rule is that no player can transfer more than 1 hour's worth of resources to a player smaller than them and 3 hour's worth of resources to a player bigger than them. The difference in population needs to be at least 750 for a player to be considered "bigger". Also, take note that "1 hour's worth of resources" includes the entire account.
